The Welsh and Harris book provide the outline for this paper, as it contains the Seven Steps of Policy Making. Students are to address each step in this final paper. ****A seven-stage model for planned change specifies the sequence of steps required for analyzing a problem, determining its causes, and planning and carrying out some intervention. The seven stages consist of (1) analyzing the problem, (2) setting goals and objectives, (3) designing the program or policy, (4) developing an action plan, (5) developing a plan for monitoring the program/policy implementation, (6) developing a plan for evaluating outcomes, and (7)reassessment and review.*******
